Due to the rapid development of artificial intelligence, its impact on life has been beyond imagination, and member states are deeply concerned. They fear that this fast-developing technology may pose a threat to democracy and human rights. In this context, as early as September this year, the United Nations member states reached a consensus to establish a group of expert scientists to promote in-depth dialogue among governments on issues related to artificial intelligence.
In a resolution passed on Tuesday, the "Independent International Scientific Group on Artificial Intelligence" was officially established. The group has clear activities, including "publishing evidence-based scientific assessments, integrating and analyzing existing research related to the opportunities, risks, and impacts of artificial intelligence." Currently, the United Nations Secretary-General António Guterres is actively selecting personnel to join this 40-member body, with a three-year term for each member.
Additionally, the resolution plans for governments and other stakeholders to hold annual global dialogues on artificial intelligence governance. All parties will discuss topics such as international cooperation and sharing best practices, helping to achieve the United Nations' global development goals.
The first dialogue meeting will be held at the World Artificial Intelligence Conference in Geneva next year. Ambassador Marisa Chen Barrientos from Costa Rica stated that the scale and speed of artificial intelligence development will affect all countries and regions around the world. Through this resolution, the United Nations once again emphasized its core role in ensuring that artificial intelligence serves humanity.
