The Hangzhou Shangcheng District AIGC Audio-Visual Industry Innovation Ecosystem Conference was held on the 16th. The province's first special policy for the AIGC audio-visual industry, "The Golden Ten," was officially released at the event, covering all aspects of industrial development from technological innovation, cost reduction, content excellence to talent cultivation and overseas expansion.
The policy demonstrates significant strength. In terms of technological innovation support, research and development projects targeting AIGC tools, AI virtual shooting, and AI interactive narrative systems can receive up to 3 million yuan in subsidies; in terms of rewards for high-quality content, AIGC audio-visual works launched on top platforms during the year can receive a maximum subsidy of 300,000 yuan per work, with an annual limit of 1 million yuan per enterprise.
Supporting measures were also implemented simultaneously. A 500 million yuan cultural "new three" industry fund was launched that day, injecting financial resources precisely into the audio-visual industry; a series of AIGC audio-visual application scenarios were also introduced, promoting efficient alignment between technological achievements and market demand; and universities such as China Academy of Art officially became AIGC audio-visual industry research, education, and industry cooperation bases, opening up channels for the integration of scientific research resources and industrial practice.
In terms of data, Shangcheng District's performance is impressive. In 2025, the 132 large-scale cultural new industry enterprises in the district achieved revenue of 22.23 billion yuan, representing a 52.6% year-on-year increase, ranking among the highest in Hangzhou, proving the strong momentum of this sector.
This conference marks an important step in Shangcheng District's efforts to promote the construction of the "Central Innovation Zone." Through a four-dimensional synergy of "policy + fund + scenario + ecosystem," it aims to establish a complete closed loop from enterprise introduction to content transformation and industrial collaboration, accelerating the development of a distinctive Shangcheng digital culture IP supply chain.
