At today's press conference in Shanghai, senior officials from the National Development and Reform Commission revealed the latest breakthroughs in China's artificial intelligence industry. Official data shows that the overall penetration rate of artificial intelligence in key industries has now strongly exceeded 80%.
With the rapid application of technology, smart terminals represented by AI phones and AI computers are experiencing explosive growth. The National Development and Reform Commission expects that after last year's shipment of over 100 million units, the sales of AI smart terminals will historically surpass traditional non-AI products for the first time this year.

The Industry Ecosystem is Flourishing
To accelerate the transformation of technology into practical applications, the National Development and Reform Commission has established more than 30 national AI application pilot bases across the country in collaboration with multiple departments. This initiative has successfully prompted major central state-owned enterprises and state-owned enterprises to open up over 1,000 application scenarios, providing a vast testing ground for the iteration of AI technology.
In terms of application, the monthly access volume of China's native AI office intelligent agents has now smoothly exceeded 20 million times. At the same time, the daily word token call volume has already reached hundreds of billions of times, showing a strong upward trend compared to last year.
Top-Level Design and Market Resonance
This industry boom is highly consistent with policy guidance. The Ministry of Industry and Information Technology previously issued an opinion document that clearly emphasized the need to vigorously develop AI phones and computers. The official aim is to accelerate the cultivation of intelligent and integrated terminal product systems through enhanced integration of embodied intelligence and information and communication technologies.
Data from third-party market research institutions also confirms this historic shift. The report predicts that the share of generative AI phone shipments this year will reach 45%. With the dual resonance of policy promotion and market demand, the tide of "replacing brains" in smart terminals has become unstoppable.
