At the 2026 Worldwide Developers Conference (WWDC2026) opening on Monday, Apple announced a major strategic initiative aimed at reducing the cost of artificial intelligence infrastructure. Apple stated that developers with fewer than 2 million downloads on the App Store can now access its foundation models running in a private cloud environment for free, without paying any cloud API fees.

This move continues Apple's long-standing support for independent developers. The "under 2 million" threshold is similar to its previous "Small Business Program" that reduced commission rates. The core goal is to encourage small developers to explore and innovate in cutting-edge AI applications by eliminating high infrastructure costs.
Beyond this, Apple announced a key upgrade to its Foundation Models framework this year, adding full support for image input and server models. This means the API can now seamlessly integrate with third-party cloud model providers chosen by developers, significantly simplifying the deployment process of complex large cloud models to meet more advanced task requirements.
In the current context where experimental costs in the AI industry are rising sharply, this fee-free initiative provides developers with a low-cost alternative path. In stark contrast, the financial pressures of tech giants in the AI field are becoming increasingly evident: Meta and Amazon have recently stopped their internal AI token usage rankings to curb developers' spending; while Uber also revealed that its 2026 AI budget was exhausted within just four months. Apple's move not only represents a precise concession to small ecosystems but also a rational response to the current bubble in large model computing power costs, which may reshape the early competition landscape in AI applications.
