OpenAI has recently officially launched the global "Daybreak for Frontline Defenders" initiative, committing to invest $1 billion (approximately 6.736 billion Chinese yuan at current exchange rates) over the next six months. The initiative focuses on providing Daybreak access, comprehensive training, and technical support to institutions with limited budgets and professional security personnel, helping them use cutting-edge artificial intelligence to counter cyber threats. Priority will be given to critical public service sectors such as water supply, electricity, local governments, and finance.

As an important component of this global strategy, "Daybreak for America" will first be implemented in the United States and will expand to other partner countries in the coming weeks. This initiative systematically integrates OpenAI's previous experience in protecting critical systems, serving a wide range of organizations including water and wastewater systems, power grid operators, state and local governments, community and regional banks, non-profit organizations, and open-source project maintainers. These institutions often face the challenge of maintaining complex and outdated systems with limited staff and budget, while Daybreak can effectively assist them in reviewing legacy code, analyzing suspicious activities, identifying and verifying security vulnerabilities, prioritizing high-risk issues, and quickly developing and testing solutions.

This large-scale assistance initiative continues the successful support model OpenAI previously used for the U.S. water supply system. After experiencing a series of network attacks, OpenAI provided affected states and utility agencies with up to $1 million in free API credits, Daybreak access, and specialized technical support, helping teams verify system code and configurations, validate vulnerabilities, and confirm final repair results.

According to reports, OpenAI officially launched the Daybreak Trusted Access Program in early 2026, aimed at allowing verified public and private sector cybersecurity defense personnel to be authorized to conduct network defense. Daybreak Blue mainly relies on main models to support routine defense tasks, while Daybreak Red provides professional cybersecurity models to approved institutions to handle more sensitive and technically demanding security work. Currently, the program has covered more than 2,000 approved organizations and thousands of cybersecurity professionals, covering defense, law enforcement, and various security companies.

In terms of ecosystem and collaboration, OpenAI is continuously deepening multi-party coordination. The second utility company exchange event held this week attracted representatives from 40 states and the District of Columbia, covering key service providers that serve more than half of the U.S. population. At the same time, OpenAI announced a pilot partnership with the Multi-State Information Sharing and Analysis Center (MS-ISAC), providing customized training and practical technical assistance to public sector and water supply defense personnel. In addition, the Daybreak Defense Network ecosystem has already launched more than 35 enterprise products and collaborative operational services, seamlessly embedding cybersecurity models into defense personnel's existing tools and workflows.

To further improve the overall industry's security response efficiency, OpenAI also announced the "Defense Factory" construction method this week. This is a continuous operation mode centered around AI agents, which can automatically use existing tools to discover and verify vulnerabilities, and produce repair solutions that have been tested and are ready for final human review. OpenAI stated that the core goal of this initiative is not only to help defense personnel uncover more potential vulnerabilities but also to significantly reduce the time period from vulnerability discovery to completion of repairs, truly making top-tier AI cybersecurity capabilities accessible to a wide range of public utilities and grassroots governance agencies beyond large enterprises.
