Recently, the Ministry of Education, the National Development and Reform Commission, the Ministry of Industry and Technology, the Ministry of Science and Technology, and the State Data Administration jointly issued the "Artificial Intelligence + Education Action Plan" (hereinafter referred to as the "Action Plan"). The plan aims to coordinate the training of artificial intelligence talents and application innovation, with the goal of basically forming an in-depth integration of artificial intelligence and education by 2030, building a comprehensive education system that connects all academic stages and society, and significantly enhancing the scale and quality of talent cultivation.
The "Action Plan" has clarified four core strategic tasks. In terms of talent cultivation, it requires basic education to offer complete AI courses, higher education to include AI as a public foundation course, and vocational education to focus on industry transformation needs; at the same time, artificial intelligence will be officially included in teacher qualification examinations and certification content, comprehensively upgrading the digital literacy of the teaching staff. In terms of deep integration, it emphasizes that AI should empower students' learning, teachers' teaching, school governance, and research paradigm changes, achieving intelligent upgrades throughout the entire process of pre-class, in-class, and post-class activities.
In terms of infrastructure construction, the country will build a smart education foundation, establish an "Educational Intelligence Network" to provide computing power and model support, and create new educational spaces such as future classrooms and future training centers. Additionally, the plan emphasizes building an open ecosystem, fostering high-quality educational products through a collaborative mechanism involving government, industry, academia, research, and finance, while simultaneously establishing a safety baseline and an educational policy system, promoting Chinese standards to the international level.
The release of this policy marks the official entry of China's "Artificial Intelligence + Education" into a systematic implementation phase. By embedding technology throughout the entire educational process, it not only accelerates the realization of educational equity and personalized learning but also provides key talent support for the sustained growth of the national artificial intelligence industry.
