Microsoft recently announced an agreement with Nscale, a cloud infrastructure service provider in a data center in Norway, to lease computing resources from the facility. This data center is located in Narvik, within the Arctic Circle, and was originally prepared for OpenAI's "Starlink Project." The agreement involves leasing an additional 30,000 NVIDIA Vera Rubin chips, further expanding Microsoft's previous $6.2 billion investment plan in the campus.

It is understood that OpenAI had previously considered collaborating with this data center to obtain computing resources to support its artificial intelligence-related business, but ultimately did not reach an agreement with Nscale. Last year, OpenAI promoted this project as the "Norwegian Starlink," which aligned with its plan to invest $50 billion in next-generation artificial intelligence infrastructure in the United States.
However, OpenAI recently announced the suspension of a similar project in the UK, citing high energy costs and strict regulations in the country. Meanwhile, Nscale has found a new client at its other data center in London — Google, which will lease computing resources from the facility, which is equipped with NVIDIA Grace Blackwell chips.
In the context of OpenAI adjusting its infrastructure investment strategy, Microsoft appears to be actively seeking to expand its cloud service capabilities. Faced with rising server costs, OpenAI stated that its long-term investment goals in infrastructure have been adjusted. In February of this year, it informed investors that it expects to invest about $60 billion in infrastructure by 2030, lower than the previously mentioned $140 billion.
An OpenAI spokesperson said that the company is still discussing the cooperation on computing resources in Norway with Nscale and is working with multiple partners to build infrastructure. Microsoft, meanwhile, has engaged in multiple collaborations with emerging cloud service providers like Nscale to accelerate data center construction to meet market demand. Recently, Microsoft also announced the acquisition of 3,200 acres of land in Wyoming, further expanding its data center layout in the state.
