The fierce competition among major Chinese cities vying to become the "Model Capital" has seen the government strongly support the development of large-scale model enterprises through policies and funding, hoping to drive the formation of industrial clusters and economic growth. Different cities have varying approaches to promoting the development of the AI industry, but all recognize the industrial scale and employment opportunities brought by large models. However, the development of large models faces regulatory and technical challenges. Governments at all levels need to seek a balance between regulation and innovation, and promote the implementation and industrialization of AI technology.
