According to the latest report released by International Data Corporation (IDC), "China AI IaaS Market (2025 H1) Tracking," the overall scale of China's AI IaaS market reached 19.87 billion yuan in the first half of 2025, with a year-on-year growth of 122.4%. Among them, the GenAI IaaS market stood out, with a year-on-year growth of 219.3% and a market size of 16.68 billion yuan; while other AI IaaS markets saw a decrease of 14.1%, with a scale of 3.19 billion yuan.

On the supply side, cloud service providers have increased their investment in AI infrastructure since last year, quickly launching a variety of cloud services, including public cloud, edge cloud, and private cloud, to meet the needs of end users. This trend has kept the supply and prices of computing power in the market stable with minimal fluctuations in 2025.

From the demand side, during the first half of the year, multiple industries such as the Internet, automotive, mobile phone manufacturing, finance, and government continued to increase their investment in intelligent computing power and AI applications. Especially in the automotive industry, due to intensified competition, major automakers and autonomous driving suppliers have continuously increased computing power investments to strive for a leading position in intelligent driving solutions. The government sector saw a significant increase in computing power spending following the DeepSeek incident at the beginning of the year, while the embodied intelligence industry is rapidly being implemented, and related computing power demand is expected to gradually be released in the second half of 2025.

This year, the industry's focus has shifted from large-scale model training to inference. In the first half of the year, the proportion of inference scenarios in the GenAI IaaS market rose to 42%, while the proportion of training scenarios fell to 58%. With the richness of multi-modal generation and real-time inference scenarios within enterprises, the inference infrastructure will become an important part of AI IaaS.

Against the backdrop of rapid growth in the generative AI and large model markets, cloud service providers and leading computing power customers have begun to pay attention to how to optimize the cost structure of inference services and compare different models and service platforms. It is expected that in the future, major domestic cloud computing vendors will gradually launch self-developed chips, promoting the national computing power into a new growth cycle.

According to IDC analysts' forecasts, by 2029, the scale of China's AI IaaS market will approach 150 billion yuan, with the proportion of inference computing power approaching 80%.
