According to reports, the China Radio and Television Association (CRTA) Actors Committee recently issued a solemn statement, clearly defining red lines against industry chaos such as AI face swapping and voiceprint cloning, strictly prohibiting any entity from using actors' images and audio data without authorization.
Industry Red Lines: Strictly Prohibiting AI "Face Theft" and Voiceprint Cloning
The statement pointed out that there are numerous unauthorized acts of collecting actors' images and audio frequencies for use in AI model training, face swapping synthesis, and voiceprint cloning. In response, the CRTA Actors Committee proposed clear compliance requirements:
Exclusive Authorization: It is strictly prohibited for any entity to collect and use an actor's content without written formal authorization from the actor themselves.
No Legal Exemption: Even if a work is labeled with "Non-commercial," "For entertainment purposes," etc., it does not constitute a legal exemption if no authorization has been obtained.

Platform Responsibility: Establish Verification Mechanisms and Remove Infringing Works
The statement imposed strict management requirements on relevant technology platforms and online spaces:
Pre-approval Review: AI technology platforms need to strengthen pre-content generation reviews to prevent the creation of infringing content.
Authorization Verification: All online platforms should establish sound authorization verification mechanisms, actively investigate, and remove AI-generated works without authorization.

Enhanced Rights Protection: Regular Monitoring and Batch Accountability
To safeguard the legitimate rights and interests of performers, the China Radio and Television Association stated that it will take more proactive defensive measures:
Dynamic Monitoring: The committee will launch regular infringement monitoring actions, using technical means to track AI infringement clues.
Legal Enforcement: For entities confirmed to have infringed, the committee will take batch rights protection actions and severely pursue legal responsibilities through legal procedures.
Industry Insight: The Battle to Protect "Right of Image" in the AI Era
With the continuous advancement of AI video and audio synthesis technologies, actors' "digital assets" have become a major area of infringement. This statement by the CRTA is not only about protecting individual actors' rights but also about correcting the industry ecosystem. When AI can easily clone a person's image and voice, establishing strict authorization mechanisms and industry standards has become an essential part of the digital transformation of the film and television industrial system.
